Ryan-Biggs Associates, P.C., is pleased to announce several promotions at RBA. Through the years, these individuals have dedicated themselves to the firm and to the engineering profession. In recognition of their continued commitment to our clients and our philosophy of teamwork, the following have been promoted:

Paul A. Rouis, III, P.E., has been promoted to President. Paul joined the Troy Office in 1987. As President, Paul will oversee the firm’s project management and quality review programs. He will remain Principal-in-Charge for engineering design and renovation for medical, industrial, educational, cultural, and parking structure projects. He will also be Principal-in-Charge of marketing operations, including new business development, public relations, and information and data management. Paul is a Registered Professional Engineer in New York and is a member of the American Society of Civil Engineers and the American Concrete Institute, where he sits on code-formulating committees for concrete flatwork. He has a Bachelor of Architectural Engineering from Pennsylvania State University.

Anthony E. Dalto, P.E., has been promoted to Principal and Vice President. Tony joined RBA in 1995. He has a Bachelor in Civil Engineering from Villanova University and a Master of Science in Civil Engineering from Rensselaer Polytechnic Institute. He is a member of the American Society of Civil Engineers, the Hudson Mohawk Section of the American Society of Civil Engineers, and the American Wood Council.

The new Principal Associates at RBA will provide leadership and direction for the engineering and drafting staff by developing, organizing, and planning projects that will meet increasing client demands. In their new positions, these two individuals will be assigning work to project teams, monitoring progress of various simultaneous projects, and participating in future company planning.

Jamie L. Diamond, P.E., has been promoted to Principal Associate. She has a Bachelor of Architectural Engineering from Pennsylvania State University. Jamie joined the Troy Office in 1988 and has been the Manager of the Finger Lakes Office since 2001. She is a member of the American Society of Civil Engineers.

Michael C. Miller, P.E., has been promoted to Senior Associate. Mike has a Bachelor of Science in Civil Engineering from Union College and has been with RBA since 1985.

Neil E. Weisel, P.E., has been promoted to Senior Associate. Neil joined RBA in 1988. He has a Bachelor of Science in Civil Engineering from Drexel University and a Master of Science in Civil Engineering from the University of Pittsburgh.

Christopher A. Lesher, P.E., has been promoted to Senior Associate. Chris joined RBA in 1990 and has a Bachelor of Architectural Engineering from Pennsylvania State University.

Jack C. Healy, P.E., has been promoted to Associate. Jack first joined RBA in 1995. He has a Bachelor of Science in Civil Engineering from the University of Vermont.

James E. Brzezinski, P.E., has been promoted to Associate. Jim joined RBA in 1999. He is a graduate of Schenectady County Community College and also holds a Bachelor of Science in Civil Engineering from Union College.

Ross M. Shepherd has been promoted to Information Technology Manager. Ross has been with RBA since 1992 and had previously been Computer-Aided Drafting (CAD) Manager. He has a Bachelor of Environmental Design from Texas A&M University.

Christopher G. Maxon has been promoted to CAD Manager. Chris joined RBA in 1995 and is a graduate of Hudson Valley Community College.
